class=\"has-drop-cap\">\u64da\u65e5\u672c\u5171\u540c\u793e\u5831\u5c0e\uff0c\u5f9e\u5916\u6d41\u7684\u65e5\u672c\u6aa2\u5bdf\u6a5f\u95dc\u5167\u90e8\u6587\u66f8\u53ef\u5f97\u77e5\uff0c\u65e5\u672c\u6aa2\u8b66\u85c9\u7531\u6240\u8b02\u300c\u641c\u67e5\u95dc\u4fc2\u4e8b\u9805\u7167\u6703\u300d\u7684\u7a0b\u5e8f\uff0c\u5728\u7121\u4ee4\u72c0\u7684\u60c5\u6cc1\u4e0b\uff0c\u53ef\u4ee5\u76f4\u63a5\u53d6\u5f97\u667a\u6167\u578b\u624b\u6a5f\u904a\u6232\u516c\u53f8\u6240\u4fdd\u6709\u7684\u73a9\u5bb6\u7d93GPS\u885b\u661f\u5b9a\u4f4d\u5f8c\u7684\u4f4d\u7f6e\u8cc7\u8a0a\u3002<br><\/p>\n\n\n\n<p> 2017\u5e743\u6708\u6642\uff0c\u65e5\u672c\u6700\u9ad8\u88c1\u5224\u6240\u5224\u6c7a\uff08\u5e73\u621028(\u3042)442\uff09\u8a8d\u70baGPS\u641c\u67e5\u9055\u80cc\u5f37\u5236\u8655\u5206\u6cd5\u5b9a\u4e3b\u7fa9\uff0c\u6545\u5728\u5b8c\u6210\u76f8\u95dc\u7acb\u6cd5\u524d\u5747\u4e0d\u5f97\u4f7f\u7528\u6b64\u7a2e\u641c\u67e5\u65b9\u5f0f\u3002\u6b64\u5916\uff0c\u4f9d\u65e5\u672c\u7d93\u6fdf\u7522\u696d\u7701\u300c\u95dc\u65bc\u96fb\u6c23\u901a\u4fe1\u4e8b\u696d\u5c31\u500b\u4eba\u8cc7\u6599\u4fdd\u8b77\u4e4b\u6307\u5c0e\u65b9\u91dd\u300d\u7b2c32\u689d\u7b2c2\u9805\uff0c\u672c\u65bc\u61b2\u6cd5\u4e0a\u79d8\u5bc6\u901a\u8a0a\u6b0a\uff0c\u5728\u65e5\u672c\u5411\u5927\u578b\u96fb\u4fe1\u516c\u53f8\u8abf\u53d6\uff08\u4f5c\u70ba\u901a\u806f\u8a18\u9304\u4e4b\u4e00\u90e8\u7684\uff09\u4f4d\u7f6e\u8cc7\u8a0a\u6642\uff0c\u539f\u5247\u4e0a\u9808\u6709\u4ee4\u72c0\u3002\u56e0\u6b64\u65e5\u672c\u6aa2\u8b66\u5728\u7121\u4ee4\u72c0\u7684\u60c5\u5f62\u4e0b\uff0c\u900f\u904e\u904a\u6232\u516c\u53f8\uff0c\u4ee5\u7b2c\u4e09\u4eba\u81ea\u9858\u63d0\u4f9b\u7684\u65b9\u5f0f\u53d6\u5f97GPS\u4f4d\u7f6e\u8cc7\u8a0a\uff0c\u4fc2\u5c6c\u8d70\u5f8c\u9580\u884c\u70ba\u3002<br><\/p>\n\n\n\n<p>\u53e6\u4f9d\u6771\u4eac\u65b0\u805e\u5831\u5c0e\uff0c\u4f5c\u70ba\u6aa2\u8b66\u8abf\u53d6\u8cc7\u6599\u5c0d\u8c61\u7684\u516c\u53f8\u5171\u6709\u4e09\u5bb6\u3002\u91dd\u5c0d\u8a72\u793e\u8a18\u8005\u8a62\u554f\uff0c\u4e00\u5bb6\u8868\u793a\u6aa2\u65b9\u4e00\u5e74\u6703\u6709\u6578\u4ef6\u8acb\u6c42\uff0c\u8b66\u65b9\u66f4\u591a\uff0c\u4f46\u8a73\u7d30\u60c5\u6cc1\u6055\u4e0d\u56de\u61c9\uff1b\u53e6\u4e00\u5bb6\u8868\u793a\u7d55\u7121\u6b64\u4e8b\uff1b\u6700\u5f8c\u4e00\u5bb6\u4e26\u672a\u56de\u61c9\u53d6\u6750\u3002<\/p>\n\n\n\n<p>\u65e5\u672c\u6700\u9ad8\u88c1\u5224\u6240\u5e73\u621028(\u3042)442\u865f\u5224\u6c7a\u5426\u5b9a\u4e86\u4ee5GPS\u5b9a\u4f4d\u65b9\u5f0f\u53d6\u5f97\u5acc\u7591\u4eba\u4f4d\u7f6e\u8cc7\u8a0a\u7684\u300c\u641c\u67e5\u884c\u70ba\u300d\u4e4b\u5408\u6cd5\u6027\uff0c\u7136\u800c\uff0c\u8a72\u5224\u6c7a\u4e26\u672a\u50cf\u5fb7\u570b\u6cd5\u9662\u5728\u8655\u7406\u65e5\u8a18\u6642\u4e00\u6a23\uff0c\u76f4\u63a5\u5f9e\u672c\u8cea\u4e0a\u7981\u6b62\u4f7f\u7528\u300cGPS\u5b9a\u4f4d\u8cc7\u8a0a\u300d\u8b49\u64da\uff0c\u8a72\u5224\u6c7a\u50c5\u662f\u5f37\u8abfGPS\u641c\u67e5\u70ba\u4e00\u7a2e\u5f37\u5236\u8655\u5206\uff0c\u9808\u5f85\u7acb\u6cd5\u5f8c\u65b9\u80fd\u904b\u7528\u3002\u9019\u5c0e\u81f4\u985e\u4f3c\u7f8e\u570b\u6cd5\u4e0a\u7b2c\u4e09\u65b9\u6cd5\u5247\uff08third-party doctrine\uff09\u7684\u6982\u5ff5\u5728\u6b64\u6709\u904b\u7528\u7a7a\u9593\uff0c\u4ea6\u5373\u7576\u5408\u6cd5\u53d6\u5f97\u8a72\u7b49GPS\u5b9a\u4f4d\u8cc7\u8a0a\u7684\u7b2c\u4e09\u65b9\uff0c\u540c\u610f\u5c07\u8cc7\u6599\u63d0\u4f9b\u4e88\u641c\u67e5\u7576\u5c40\u6642\uff0c\u641c\u67e5\u7576\u5c40\u78ba\u5be6\u662f\u4e0d\u9700\u8981\u6cd5\u9662\u4ee4\u72c0\u7684\u3002\u800c\u9664\u975e\u8a72\u7b2c\u4e09\u65b9\u4f9d\u6cd5\u4ee4\u6216\u5951\u7d04\u8ca0\u6709\u5b88\u5bc6\u7fa9\u52d9\uff08\u4f8b\u5982\u5f8b\u5e2b\u3001\u91ab\u5e2b\u3001\u5b97\u6559\u5e2b\u7b49\uff09\uff0c\u5426\u5247\u6211\u5011\u4e5f\u5f88\u96e3\u53bb\u671f\u5f85\u9019\u4e9b\u7b2c\u4e09\u65b9\u4e0d\u6703\u70ba\u4e86\u7d66\u570b\u5bb6\u653f\u5e9c\u300c\u826f\u597d\u5370\u8c61\u300d\uff0c\u540c\u610f\u751a\u81f3\u7a4d\u6975\u5730\u63d0\u4f9b\u76f8\u95dc\u8cc7\u8a0a\u3002\u800c\u5728\u6b20\u7f3a\u6cd5\u4ee4\u6216\u5951\u7d04\u4fdd\u8b77\u4e0b\uff0c\u53ef\u80fd\u50c5\u80fd\u900f\u904e\u6c11\u773e\u7684\u806f\u5408\u62b5\u5236\u4f86\u6297\u8861\uff0c\u8feb\u4f7f\u9019\u4e9b\u7b2c\u4e09\u65b9\u653e\u68c4\u8fce\u5408\u653f\u5e9c\u6a5f\u95dc\uff0c\u9032\u800c\u4fc3\u4f7f\u570b\u5bb6\u63a8\u52d5\u76f8\u95dc\u4fee\u6cd5\uff0c\u907f\u514d\u653f\u5e9c\u6a5f\u95dc\u900f\u904e\u9019\u7a2e\u985e\u4f3c\u300c\u8d70\u5f8c\u9580\u300d\u7684\u65b9\u5f0f\u53d6\u5f97\u6c11\u773e\u500b\u4eba\u8cc7\u6599\u3002<br><\/p>\n\n\n\n<p>\u4e8b\u5be6\u4e0a\uff0c\u7f8e\u570b\u7336\u4ed6\u5dde\u65bc\u4eca\u5e74\u4e09\u6708\u65b0\u901a\u904e\u7684\u96fb\u5b50\u8cc7\u8a0a\u6216\u8cc7\u6599\u96b1\u79c1\u6cd5\uff08H.B. 57 ELECTRONIC INFORMATION OR DATA PRIVACY ACT\uff09\u6b63\u662f\u63a1\u53d6\u4e86\u9650\u7e2eThird-Party Doctrine\u7684\u7acb\u5834\uff0c\u9664\u7279\u5b9a\u91cd\u7f6a\u5916\uff0c\u7e31\u7136\u4fc2\u7b2c\u4e09\u65b9\u81ea\u9858\u63d0\u4f9b\uff0c\u570b\u5bb6\u4ea6\u4e0d\u5f97\u5728\u7121\u4ee4\u72c0\u7684\u60c5\u6cc1\u4e0b\u5f9e\u8a72\u7b2c\u4e09\u65b9\u53d6\u5f97\u3001\u4f7f\u7528\u6c11\u773e\u7684\u500b\u4eba\u8cc7\u6599\u3002\u65b0\u6cd5\u5f8c\u7e8c\u6703\u7522\u751f\u4f55\u7a2e\u5f71\u97ff\uff0c\u503c\u5f97\u6301\u7e8c\u89c0\u5bdf\u3002<\/p>\n\n\n\n<hr
